PCE was founded in Newcastle in 2003 by the late Ken Bode, with a focus on servicing local heavy industry. Initially, the company provided electrical engineering services to the two aluminium smelters in the Hunter Valley; being Tomago Aluminium Company and Hydro Aluminium in Kurri Kurri.
In 2006, as local demand for electrical engineering services increased, particularly in the Hunter Valley, PCE took on a number of senior engineers and began to expand it's service offering. Today, with a presence in Newcastle (PCE HQ), Melbourne and Perth, we service a range of clients and industries throughout Australia including primary metals, port, mining, rail, manufacturing, water, energy, construction and local government.

Bryce Parker – Managing Director
Bryce is a trusted engineering management professional and passionate business leader who loves inspiring people, managing teams, and driving organisational growth. Working in the electrical field for more than 20 years - across defence aerospace, original equipment manufacture (OEM), and engineering services sectors - he has formal electrical trade, engineering, functional safety, and business management qualifications; with demonstrated ability across operational, engineering management and business development functions.
Bryce joined PCE as the General Manager in February 2018 and was appointed Managing Director in July 2019.
Mark Second – Lead Electrical Engineer / Director
Mark is a chartered electrical engineer with over forty years of engineering experience since graduating from the University of Cape Town in 1980.
This experience has been in the power generation, coal, water, chemical and petroleum industries. Since 2008 he has been a co-director and Lead Electrical Engineer with PCE. Presently he holds NER and RPEQ registrations and shares company signoff responsibility for engineering designs when required.
Past experience has included petroleum and industrial automation and instrumentation design, electrical design and commissioning supervision, industrial process control software analysis and development; PLC/SCADA programming and system commissioning; power system analysis and studies; switchgear installations; protection scheme design, programming and commissioning; motor control applications for medium and low voltages; hazardous area evaluations and design; earthing analysis and design and Australian Standards compliance audits.
Donald Carbarns – Lead Electrical Engineer
Don is a chartered electrical engineer with over twenty-five years of electrical engineering experience across a number of different industries. He has been a practicing electrical engineer since graduating from the University of Natal in Durban, South Africa in 1979. During this period he has worked in engineering and management positions in a number of organisations in South Africa, the UK and Australia.
Don joined Power Control Engineers (PCE) in 2010 as a lead Electrical engineer. For eight years prior to this, he was employed by WorleyParsons in Newcastle as a senior electrical engineer. Most of this period was spent at the Hunter’s two Aluminium smelters, first at Tomago and then at Hydro Aluminium.
Anthony Stevens – Lead Electrical Engineer
Anthony is a highly motivated electrical engineer with 19 years’ experience across a range of industries including manufacturing, mining, utilities, oil & gas. He has been involved in all phases of engineering projects from FEED through to commissioning and operations. Throughout, he has been responsible for the safety and integrity of electrical designs and compliance with standards. Anthony has managed portfolio budgets up to $10M and led direct and matrix reports of up to 20 staff.
Anthony joined Power Control Engineers (PCE) in 2020 as a Lead Electrical Engineer. Prior to this, he was employed by WorleyParsons, where he worked across multiple industrial sites / organisations including; Hazelwood Open Cut Mine, Port Waratah Coal Services, Hunter Water Corporation & Tomago Aluminium Company.
Goban Yogalingam – Lead Electrical Engineer
Goban is a Lead Electrical Engineer, and he has over 15 years of experience in Electrical Design Engineering. as an Electrical Lead / Protection /
Commissioning / Design Engineer in small to large-scale projects including Pre-feasibility Study, FEED, Basic & Detail Design (EPC) projects for Mining,
Infrastructure, Water, Wastewater & Power generation plants.
Presently he holds RPEng and RPEQ registrations and provides company signoff responsibility for engineering designs when required. He is also a
certified Functional Safety Engineer (TÜV Rheinland).
He is very passionate about in bringing to life sustainability and climate change initiatives across the Australian and international energy landscape.
Leonie McNeill – Senior Electrical Engineer
Leonie is a Senior Electrical Engineer with Power Control Engineers and has over fifteen years of engineering experience in the industrial, utility and mining sectors.
Her experience has included power system analysis and studies (PTW, ETAP); arc flash studies and mitigation recommendations; protection studies and settings; secondary detailed design; relay programming; industrial automation design and PLC/SCADA configuration and system commissioning.
William Magnussen – Senior Electrical Engineer
Will is an Electrical Engineer at Power Control Engineers, with experience in industrial, utility and manufacturing sectors.
Whilst with PCE Will has gained practical experience in a range of simulation and programming environments, including: SKM PowerTools (PTW), Groundmat, AutoCAD, Microsoft Office, RSlogix 5000, FactoryTalk View Studio and ClearSCADA. Will is also proficient in C, Matlab and Ladder Logic programming languages.
Fields of engineering experience include electrical design and specification for switchboards, transformers, switch rooms, as well as control system design and implementation.
Ettiene Olivier – Senior Electrical Engineer
Ettiene Olivier is a Senior Electrical Engineer at Power Control Engineers and has over 14 years of experience across various industries, including secondary design for the Australian utilities sector and testing and commissioning of power generation systems in his native South Africa. Since joining PCE in early 2022, his experience has been in high voltage & low voltage electrical design (greenfield and brownfield), power system studies, protection coordination, cable calculations, AC Generator protection (scheme review and ITP development), arc flash mitigation, and engineering project management.
Ettiene is an enthusiastic, highly motivated, and disciplined individual that takes a practical, systematic, and efficient approach to solving problems; offering an extensive range of experience and expertise to meet our client’s engineering needs
Thomas Parkinson – Senior Electrical Engineer
Tom is a Senior Electrical Engineer at Power Control Engineers and has over 15 years of experience in heavy industry.
Since 2017 he has been an electrical engineer with PCE, where his experience has been in high voltage & low voltage electrical design (greenfield and brownfield designs), power system studies, earthing & lightning protection design, arc flash mitigation, protection design, overhead line design, engineering project management, project commissioning and supervision.
Fields of experience include defence, underground coal, bulk materials handling, manufacturing, food processing, meat works, cogeneration, renewables, power generation, distribution, water and mining.
Tom has a passion for pushing high installation standards on delivered projects and for ensuring efficient use of resources in delivering cost effective design solutions for his clients.
Nicholas Sain – Electrical Engineer
Nic is an Electrical Engineer at Power Control Engineers, with experience in industrial, defence, mining and manufacturing sectors. Nic joined Power Control Engineers in 2017 and completed his Bachelor of Engineering (Honours)(Electrical and Electronic) in 2020.
Fields of engineering experience include HV and LV electrical design, power system modelling & analysis, earthing design & testing and control system design & implementation.
Brent Stewart – Electrical Engineer
Brent is an Electrical Engineer with Power Control Engineers and has over 8 years of engineering experience in utilities and renewables.
Brent’s experience has included electrical design; overhead line modelling and design; earthing design and testing; telecommunications design, configuration and testing; solar generator performance analysis and reporting; and standards development.
Since 2019 he has been an electrical engineer with PCE.
Jeff Lawrence – Electrical Engineer
Jeff is an Electrical Engineer at Power Control Engineers and has over 15 years of experience in heavy industry.
Joining PCE in 2021, after more than a decade in the local mining industry as both an electrician and electrical engineer, Jeff has extensive electrical & communication network maintenance and design experience; as well as valuable experience in power system modelling and analysis, power electronics and technical project management.
Elisha Mutasa – Electrical Engineer
Elisha is a Electrical Engineer with Power Control Engineers. Since joining the team in 2020 he has gained experience in power system modelling and analysis and has contributed to a wide range of engineering projects which include power station expansion and optical fibre network assessment.
Timothy Matthews – Electrical Engineer
Tim is an Electrical Engineer with Power Control Engineers and commenced work with PCE in 2022.
Luke Mungoven – Associate Electrical Engineer / ASP3
Luke is an Associate Electrical Engineer with Power Control Engineers and has over 10 years of engineering experience in the private and contestable sectors. Since 2007 he has been working at Ausgrid (NSW) and has been responsible for providing safe sustainable and reliable solutions in network planning, maintaining appropriate levels of utilisation, identifying constraints and achieving cost effective solutions.
Luke also has experience as a contestable designer, capital works designer, network test engineer and control and protection designer; as well as 12 months in the United Kingdom as a network planner. This work involved a variety of complex network connections, using a suite of new applications, as well as exposure to applicable license conditions and network standards.
Kieran Jackson – Associate Electrical Engineer / ASP3
Kieran started his career in power distribution at Ausgrid in 2008. For 11 years Kieran worked within every region of Ausgrid’s franchise area across a vast array of different roles both office and field based.
A majority of Kieran’s experience is in Distribution Networks, being heavily involved in Maintenance Program Project Management, Design of Distribution Networks, and Contestable Design Certification.
Kieran joined Power Control Engineers (PCE) in 2020 as an associate Electrical Engineer.
Chris Boles – Associate Electrical Engineer / ASP3
Chris is an Associate Electrical Engineer with Power Control Engineers and has over 10 years of engineering experience in the private and contestable sectors.
Joshua Bates – Graduate Electrical Engineer
Josh is a Graduate Electrical Engineer with Power Control Engineers. Since joining the team in 2020 he has gained experience in power system modelling and analysis, as well as electrical and control system design. Josh has contributed to several engineering projects including multi-site protection and arc flash analysis, LV private network design and PLC.
Josh has prior application experience in C and Matlab, obtained through various work experience within the mining services industry.
Dante Staneke – Graduate Electrical Engineer
Dante is a Graduate Electrical Engineer at Power Control Engineers, with experience in water, distribution DNSP, mining, industrial and manufacturing sectors. Dante joined Power Control Engineers in 2022 and completed his Bachelor of Engineering(Honours)(Electrical) and Bachelor of Science(Physics) in 2021.
Fields of engineering experience include detailed design of both HV and LV industrial earthing systems, lightning protection specification and design, testing and verification of industrial earthing and lightning protection systems, power system studies, protection and detailed design.
Dante is passionate about furthering his professional development in power systems engineering such that his career can make a positive impact on transitioning energy sectors.

Mark Cornally – CAD Designer
Mark is an electrician by trade with over 20 years of industry experience. Mark’s experience includes projects in Water / Waste Water, Heavy Industry including Rail, Coal Mines and Power Stations. Mark has contributed in all stages from design through to commissioning. Mark is experienced in Power Distribution & Control, Automation & Instrumentation.
